Staff told the commission the applicant has applied to establish a planned unit development called Lakeway Town Center to organize phases 1–4 of an existing commercial area into a unified development and to provide consistent entitlements for future retailers.
Aaron Carr, building and services director, said the 14 parcels initially were estimated at about 33.59 acres but that the applicant and staff recalculated the figure to 30.94 acres and will correct the PUD documents before they go to council. Carr described core PUD requests: by‑right allowances for a list of retail and entertainment uses, an increase in maximum building height from 32 to 45 feet (measured from highest natural grade), a request to increase impervious cover from 60% to 70%, and administrative authority to approve up to 25 feet of cut and fill. "When we got down to it, the 14 different parcels actually add up to 30.94 and I confirmed that with the applicant," Carr said.
Carr also summarized the TIA findings that accompanied the application, noting that Phase 3 and the conceptual Phase 4 combined were estimated in the staff report at about 69,900 square feet and approximately 6,600 daily trips; the consultant concluded those trips are within the capacity of the road network with modest LOS changes at a few intersections. Staff emphasized Phase 4 is conceptual and would trigger TIA updates if proposed development exceeds the thresholds in the report.
