Commissioners spent substantial time debating the balance between giving the developer marketing certainty and protecting nearby neighborhoods, particularly regarding drive‑throughs, breweries and hotels.
Several commissioners raised concerns that by granting broad by‑right entitlements the city would remove public review for uses that can generate significant traffic. Commissioners and staff discussed current counts (staff said six drive‑throughs already exist across phases) and the developer’s request for additional by‑right drive‑throughs in phases 2–4. Commissioner discussion focused on whether drive‑throughs, breweries and hotels should remain by‑right or require a special use permit. One commissioner proposed requiring only one by‑right drive‑through in Zone 3 and one in Zone 4 and to remove brewery and hotel from the by‑right list; the motion to recommend approval with those amendments passed 7–0.
The motion to amend and approve was introduced on the record by a commissioner who said they would "approve the requested PUD with the amendment to the request that rather than preapproved drive thrus as requested, it'd be 1 preapproved in zone in phase 3 and 1 in phase 4" and to "strike brewery and hotel" from the list of 14 by‑right uses. The Chair called for the vote and the amended recommendation was approved unanimously.
