ISA says security operations center now active; phishing reporting up sharply

Kate Coaten told the committee that ISA has deployed a security operations center earlier this year to expand 24/7 monitoring and incident response across the city‑county enterprise. "We deployed early this year a security operations center," Coaten said, and described the SOC as providing continuous monitoring, dashboards and incident mitigation capabilities.

Coaten also said ISA has seen a 97% increase in the phishing report rate between Q1 and Q2 — a metric she framed as positive because it shows users are reporting suspicious activity more frequently. She described coordination with state and federal partners, tabletop exercises, and ongoing disaster recovery and continuity planning to strengthen readiness.
