Park board approves replat of Peachtree Meadows phase 2, assesses $95,451.84 in park fees

The Rockwall Parks and Recreation Board voted to approve P2026-035, a replat of Phase 2 of the Peachtree Meadows subdivision comprising 144 single-family lots on a 94.544-acre tract. The applicant—represented in materials as Ryan Joyce of Michael Joyce Properties on behalf of Chris Caldwell of Qualico Development Inc.—elected to pay parkland dedication fees rather than dedicate land.

Staff told the board the fees to be assessed are cash-in-lieu of land at $363.69 per lot ($52,371.36 total) and pro rata equipment fees at $299.17 per lot ($43,080.48), for a combined total of $95,451.84. “Total fees assessed will be $95,451.84,” Staff member (S3) said during the presentation. A board member moved to approve the replat and the motion was seconded; the board approved the motion.

The board and staff noted the subject property lies within Park District 14, which currently lacks a developed neighborhood park. Staff recommended using the assessed fees to develop additional parks or install amenities within Park District 14. The approval included the standard condition that the applicant pay the assessed fees at the time of platting.
