Parks staff delivered a detailed monthly operations report covering maintenance complaints, tree removals, pest findings and service-level adjustments tied to tighter budgets.
On maintenance, staff said crews have addressed tall-grass and bed-cleanup complaints, repaired irrigation leaks (roughly 50 in recent work) and completed equipment fixes. In urban forestry, staff estimated about 200 dead trees remain in city areas and described 'flash' tree deaths—trees appearing healthy and failing quickly—prioritizing removal based on visibility and safety risk.
Staff also reported the emerald ash borer was discovered in July 2025; staff described field diagnosis and bark inspection that revealed the insect in a borehole. "We actually pulled the bark off on a tree and actually found the emerald ash borer still in its borehole," Staff member (S3) recalled. The staff emphasis was early detection and priority removal of hazard trees.
On budgets, staff said sales-tax receipts have declined and growth appears to have slowed, reducing available funding. As a result, park mowing contracts will be rebid and mowing frequencies for some open-space areas will be reduced. "It's gonna go to twice a month where we were mowing open space every 30. It's gonna be every 90 due to budget cuts," Staff member (S3) said, summarizing the expected change in service levels.
Provenance: Reports and discussion run through the monthly reports portion of the meeting, beginning at SEG 664 and continuing through the budget discussion (SEG 1063–1081).
