The St. Croix County Board adopted the 2027–2031 Capital Improvements Plan (KIPP) after an amendment that removed instructions to the county administrator to pursue debt issuance for 2028 projects, including a proposed jail expansion. The amended resolution passed unanimously 18–0.
Administrator Ken outlined the major projects: a $20 million communications/tower and equipment project planned for 2027, and a tentative 2028 jail expansion budgeted at up to $70 million (roughly $50 million to remodel core jail facilities and an optional new pod that would add approximately 96 beds). "If the board is not there and you're not ready to do the jail yet...I would recommend deleting the two words 'and 2028' from the resolution," the administrator told the board, proposing a focused debt authorization for 2027 only.
Supervisor Rowan moved, and the board adopted, the amendment to remove the 2028 authorization so staff will return with a narrower $20 million debt request next month if desired. Supervisors raised management and safety issues during the debate: Supervisor Schmidt described firsthand concerns from facility visits and urged the board to think long term about staffing, classification and jailer safety; others said phasing the projects or delaying the expansion is prudent while options are refined.
The KIPP vote and the deletion of the 2028 authorization were recorded as 18–0; the board instructed staff to continue detailed planning and return with refined cost and scope analyses. The resolution also authorizes use of available fund balance to limit future borrowing.
