Supervisor Van Summerin introduced an ordinance to create Chapter 67, which designates no‑parking zones on specific stretches of County Trunk Highways where repeated complaints, sheriff dash-cam footage and maintenance challenges create safety concerns. Highway Commissioner Robbie Krejci presented the staff rationale, pointing to repeated complaints, dash-cam evidence and snow‑plow maintenance impacts where vehicles parked over the white line increase maintenance costs and create safety problems.
Krejci said staff and municipal partners vetted the initial three segments and that the ordinance is intended to be a living document with other problematic stretches considered later. "I have personally sat at these locations during peak hours and witnessed this traffic and the issues that are present," he said, describing pedestrian crossings and pavement damage caused by parked vehicles. The sheriff's office provided dash-cam footage to confirm the conditions.
Supervisor Foschling and others asked clarifying questions about the mapping and the right-of-way; Krejci explained the ordinance focuses on the paved roadway area rather than full right-of-way and that deputies retain authority under state law to remove vehicles that create hazards. The board adopted the ordinance creating Chapter 67 by an 18–0 vote.
