The board approved a resolution transferring $5.5 million of unassigned general-fund balance into the county capital improvements plan (KIPP) and designated $500,000 for community development projects addressing groundwater and surface water improvements. Administrator Ken told the board the transfer would reduce the scope of future borrowings and keep reserves near policy targets.
Separately, the board adopted a resolution moving about $1,490,000 from the healthcare campus fund-balance excess into KIPP under a new fund-balance policy change that shifts any amount over the campus policy limit into capital funding. Administrator Ken said the larger figure reflects accumulated years and that future transfers will likely be smaller.
The board also adopted a resolution establishing the library levy for the 2027 budget at the current funding level; the vote was 17–1 after discussion about state-law formulas for rural circulation reimbursement. Corporate counsel and the administrator explained the statutory minimum (70% reimbursement for counted rural circulations) and that the county has historically funded libraries at 100%.
