Several public commenters used the general public-comment period to call the council s attention to recently enacted or pending state legislation.
Becky Raff (self-identified) asked the council to support implementation of AB 2,249, signed by the governor on Aug. 31, which Raff described as strengthening protections promised by Proposition 64 against marketing that targets children (cartoon imagery, candy-like products and packaging). Raff cited California Poison Control System data showing a marked increase in cannabis-related exposure calls involving young children and urged local enforcement outreach to cannabis businesses.
Madison Rapp (self-identified) urged support for Assembly Bill 762, which would prohibit the manufacture, distribution and sale of disposable, battery-embedded electronic cigarettes in California; Rapp said the devices are an environmental and youth-addiction hazard because they contain lithium batteries that are littered in the environment and create fire risks.
Speakers urged the city to educate local businesses about forthcoming requirements and to consider enforcement and packaging standards at the local implementation level.
