The Chair opened the meeting by placing ‘‘the first item on our agenda is, a discussion on the recycling sheds,’’ and described a vendor quote she found online offering a 25-by-40 steel Quonset-style building for about $18,000.
Committee members pushed for the replacement work to follow standard capital planning and for DPW to be directly involved. One committee member said that projects affecting DPW property ‘‘the DPW director needs to be here, because it's his site’’ and urged that the ACIP committee review and make a formal recommendation to the board. The Chair acknowledged the difference between the $18,000 quote and a previously circulated $90,000 estimate and said she shared the quote so the board could discuss "if there's something we can do and everybody's in favor, why wouldn't we do it to save that kind of money?".
Board members discussed both the potential savings and the need to maintain a transparent procurement process. A committee member emphasized fiscal priorities, noting earlier ACIP deliberations and saying some projects might need to wait until voters approve budget items. The group repeatedly framed the item as discussion-only; no formal motion to purchase was made.
Next steps the board agreed on included sharing the vendor information with DPW and the ACIP/CIP committee, asking DPW to check site fit and costs (including any freight not covered by the vendor offer), and returning with a vetted recommendation rather than acting on the time-limited vendor offer at the meeting.
The board did not approve any purchase during the public meeting and treated the matter as an item for ACIP and DPW to evaluate further.
