At the end of the work session, Brandon Hirsch asked the board to enter executive session under Colorado statute to receive legal advice and to develop negotiation strategy on several specific matters.
"I'm asking for an executive session pursuant to CRS 24 6 4 2 4 b to receive legal advice on specific legal questions regarding legal requirements associated with the expenditure of... funding... in regards to the Aspen Acres fires, as well as to determine positions relative to matters that may be subject to negotiations, developing a strategy for negotiations, and or instructing negotiators pursuant to CRS 24 6 4 0 2 4 e, inserting the jail construction contract between Pueblo County and JE Dunn, and a solar agreement between Pueblo County and Solon Corporation," Hirsch said, citing the statutory bases as read into the record.
The Chair moved to go into executive session for the reasons cited; the motion was seconded and approved by voice vote, with commissioners responding "aye" and the board entering executive session. Staff listed the three subject areas for legal advice and negotiation strategy: (1) funding/expenditure questions tied to the Aspen Acres fires, (2) jail construction contract with JE Dunn, and (3) a solar agreement with Solon Corporation.
