City staff presented a draft nonprofit funding agreement that would formalize eligibility requirements, permitted uses and reporting expectations for organizations that receive city funds.
“...the funds that shall be used for a public purpose, for activities, primarily benefit the residents of Fort Myers,” Assistant City Manager John Leahy said while walking the council through an exhibit that would require program descriptions, populations served and budget details for funded work.
The draft would require performance measures, proof of tax‑exempt status, W‑9s and post‑award reports summarizing expenditures and outcomes. Council members generally supported stronger accountability for larger awards but urged a simple, one‑page compliance form for the frequent small donations (for example $500 or less) so neighborhood groups are not unduly burdened.
Staff said it will revise the draft to include a streamlined reporting path for smaller awards and preserve robust documentation for larger grants. The policy will return for additional council direction before finalizing administrative procedures.
