Louie Dawson, supervising engineer, and Shane Ostrander, environmental engineer, asked the board to approve Amendment No. 6 to the TLC Diversified progressive design-build contract to continue conveyance-system work for the new water reclamation and reuse facility. Dawson said the amendment amount "in the amount of 14,900,000, would bring the total contract value to 40,170,000 with TLC diversified." Staff also recommended a $15,050,000 FPUA contingency independent of the contract guaranteed maximum price and requested director authority to execute change orders under Resolution 20 26 dash 16.
The amendment covers Phase 1b design for CIPs 5, 6, 7 and 12 (lift-station upgrades and a church booster station), and CIP 2.2b construction (Jenkins Road force-main extension from 10 Mile Creek to the new treatment facility). After questions on capacity and right-of-way impacts, the board moved, seconded and approved the single motion to authorize both the design and construction elements; roll call recorded unanimous yes votes from Miss Bennett, Mrs. Davis, Mrs. Gibbons, Mary Hudson and Mr. Fee.
The staff recommendation included a request that the director have authority to enter change orders pursuant to Resolution 2026-16; staff said permitting is submitted to governing agencies and contract mobilization is underway for parts of the project. The board thanked project staff and approved the amendment by roll call.
