The City of Decatur Building Standards Commission voted unanimously to determine that the retaining wall and associated fencing at 3021 South College Avenue constitute a substandard structure under city code and ordered corrective action. City staff presented photographs and an engineering safety letter that staff said described visible cracking, displaced fence components and conditions that "warrant professional engineering evaluation, and corrective action." The commission adopted an Option 2-style compliance schedule. The motion requires plans prepared and sealed by a Texas-licensed professional engineer to be submitted within 30 days, permits to be obtained within 35 days, corrective work to commence no later than 40 days, and all work completed, inspected and approved within 90 days. The commission chair read the timeline into the record and the motion passed with all members voting in favor. The order allows for progress reports at future Building Standards Commission meetings and for special meetings if hazardous conditions require them.
