City staff presented an engineering safety letter and photographic exhibits documenting visible mortar cracking, displacements in the retaining wall and leaning fence components that staff said were creating a life-safety hazard. "It concluded that...portions of the retaining wall were subject to future collapse and potentially resulting in additional distress on the remaining portions of that retaining wall," staff said, summarizing the engineering evaluation. Staff recommended corrective options including repair, stabilization, reconstruction, replacement or removal performed in accordance with plans prepared and sealed by a Texas-licensed professional engineer, and with all required permits and inspections. Staff also recommended coordinating corrective work with adjoining properties so that demolition or excavation on one parcel does not compromise adjacent sections of the continuous wall.
