The Hugo Planning Commission voted to recommend approval of MI Homes' comprehensive plan amendment, PUD and preliminary plat for the Shores of Oneka Lake North development, forwarding the item to City Council on Sept. 21. Staff presented the proposal as a roughly 244255-acre project east of Highway 61 that would create 408 single-family lots, 145 townhomes, 180 apartment units and two small commercial lots, along with a proposed 5.47-acre park dedication and associated parkland fees.
Staff and the developer emphasized the project's efforts to preserve shoreland access and natural resources and to include a stormwater reuse irrigation system; Rachel (city planner) noted the DNR provided a July 27 shoreland review letter and that the Metropolitan Council's municipal urban service-area rules require an overall net density of at least three units per acre inside the service area. Commissioners voted after discussion and public comment; the roll-call vote was unanimous to forward the recommendation along with conditions listed in the staff resolutions.
