The Assembly approved Senate Bill 9 31, designating September 25 as "Dolly Parton Day," after a series of floor remarks celebrating the singer-songwriter's artistic and philanthropic legacy.
Assemblymember Krell rose to present the measure on behalf of Senator Grove, calling Parton "a legendary songwriter and singer" and emphasizing her literacy efforts. "Dolly Parton, California will always love you," Krell said, urging members to support the bill.
Several members from both parties endorsed the bill on the floor. "As the other teacher on the floor, certainly, her focus on literacy and opening up the world to reading for our young children leaves an immense mark," Assemblymember Quirk Silva said in support. Assemblymember Zuber highlighted Parton's longtime public support for LGBTQ people and asked colleagues for an 'aye' vote.
The clerk recorded the urgency vote at 63–0 and the final bill vote at 63–0; the measure was declared passed and will take effect pursuant to the bill's urgency clause.
Why it matters: The bill is largely ceremonial but formally recognizes Parton's contributions to arts and literacy, underlining bipartisan floor consensus. The Assembly used the final-day calendar to adopt the commemoration and to record a unanimous roll call.
