Industry and trade representatives told the Assembly Emergency Management Committee they back SB 795 as a narrow, practical step to speed E15's availability at retail stations.
"It is the single most immediate thing that can be done to reduce gas prices in California, and, it can do that while also, lowering emissions," said Neil Koehler of the Renewable Fuels Association, who testified in support. Koehler identified his organization as representing ethanol producers in the United States.
Other supporters who spoke or were listed included Dawn Koepke (on behalf of Shell USA and the California Manufacturers and Technology Association), Damon Conklin (Elite California Cities), Steve Wallach (Poet), Danielle Legasti (California Farm Bureau), Molly Portgren (Axiom Advisors, speaking for Growth Energy and the Ethanol Trade Association), Claire Moyen (CalGrama), and Juanita Martinez (CalChamber and AMADUS). The chair noted no registered opposition at the hearing.
Supporters framed SB 795 as a technical fix to a vapor-recovery equipment-certification issue overseen by the Office of the State Fire Marshal; proponents said the change would not remove the state's fire-and-safety protections. The committee recorded broad support and advanced the bill to the Assembly floor.
