Director Martin briefed the council on how the city is handling storm-generated debris. He said C&D materials are routed directly from the curb to Outagamie County Landfill, while branches and brush ("brush") are processed through chippers, staged near the city's quarry/Buckland's site and turned into mulch. He noted that tree trunks and larger material are being piled separately at the city's location for later processing.
On disposal costs, Director Martin said the emergency estimate does not include long-term disposal costs for processed vegetative material and that those disposal costs will be addressed separately. He explained the city is balancing the need to clear right-of-way and curbside piles quickly against the expense of hauling and processing large volumes of mulch. "Anything that's deemed brush which is branches and obviously smaller stuff is going through a chipper," he said. Council discussed the potential for targeted special pickups in hardest-hit neighborhoods and the timing for tapering contractor operations.
