Sen. Perez asked the Senate to concur with Assembly amendments to SB 1083, saying the bill strengthens the statewide data system that tracks egregious misconduct by school employees and clarifies responsibilities for local educational agencies, private schools and the Commission on Teacher Credentialing. "SB 1083 builds on the Safe Learning Environments Act…to ensure that individuals with serious allegations cannot quietly move between school sites without scrutiny," Perez said during floor remarks.
The measure would broaden employment-history inquiries and disclosures concerning egregious misconduct, require evidence preservation, and recast system requirements including data fields, reporting and confidentiality procedures. Perez said the bill also revises investigation procedures and employee protections to include timelines and opportunities to respond. He described the proposal as a continuation of last year’s reforms and urged colleagues to support it. The Senate proceeded to a roll call following the presentation; the clerk called the roll and the measure moved forward on concurrence.
