City staff recommended retaining Bohannon & Houston on the city's on-call contract to prepare a preliminary engineering report (PER) assessing the effluent water system and identifying repair needs for pumps and distribution. The purchase requisition covers the NMFA planning grant portion and the local match.
Staff explained the effluent system has not been reviewed in more than 20 years and said the PER would assess pump issues that have required daytime watering of the golf course. "Our effluent water system has not been reviewed in some time," the Staff member said, noting the PER would identify repairs needed to restore automatic pumping and allow nighttime watering. The base cost for the PER was presented as $98,900 plus applicable tax, with the procurement total reported around $107,182 when grant and match are combined.
Commissioners asked clarifying questions about the grant versus match split and the staff presenter said the $75,000 grant covers the planning portion and the city would fund the remainder from wastewater capital reserves. A motion to approve the purchase requisition passed on recorded ayes.
