The manual also proposes a new operating-resources allocation and rules for logo and marketing attribution for funded events.
The staff presenter explained the manual "broke down each regulation from the state regulation book, and then I mirrored it to what our current ordinance requires" so users can see both the state requirement and city policy. Commissioners discussed a board recommendation that applicants (for example, bands or event producers) be required to undertake their own marketing and that logos used in promotion include language such as "paid for by" where applicable. The resolution was edited to move administration allocation to 10% and to leave a small arts allocation at 1%; the commission approved the changes by motion.
One commissioner recommended keeping a clear record of original application materials to aid future appointment and oversight decisions; staff agreed to follow up on record-keeping practices.
