The council held a lengthy public hearing Aug. 25 on a request for a specific-use permit to allow a permanent concrete batch plant at 1509 Marshall (zone case 7.1). Planning Director Kristen Sager (S25) told the council the site is zoned general industrial and that the applicant met specific-use standards, including a minimum distance to residential property (about 615 feet). Planning staff recommended approval and the Planning & Zoning Commission had recommended approval by a 4–1 vote.
Applicant Kurt Kroll (S27), who identified himself as president of his family’s ready‑mix company, addressed council: “I will have the cleanest, best ready mix plant in town in time,” he said, promising dust controls and modern equipment. Neighbors and community groups, however, urged denial — or at least more time for conditions — citing cumulative industrial burden, documented violations at nearby facilities, repeated dust problems, and environmental‑justice concerns. Alice Lozada (S31) said the neighborhood is “already surrounded by heavy industrial uses” and warned of added truck traffic, noise and particulate pollution. After an extended discussion the mayor moved to postpone the matter to Oct. 27, 2026, to allow conversations between the proponent and affected neighbors about possible operating conditions; the council voted to postpone by a show-of-hands (4 in favor, 3 opposed).
