At the Aug. 25 meeting, Livingston URA staff and board members discussed procedural changes the board could adopt for future facade and rehabilitation projects, including when to require multiple contractor bids.
The staff member said the grant guidelines call for multiple bids but that practice has sometimes been relaxed for smaller or specialized projects where local quotes are consistent or a vendor is effectively sole-source. "The grant application guidelines say that we do [require multiple bids]," the staff member said, "but my understanding from asking city manager Gager ... we haven't been asking for that, especially for neon and certain awnings and signage where there are a lot of local contractors and the prices seem to be pretty consistent." Board members said for higher-cost projects multiple quotes were prudent.
Staff also described upcoming work with consultant Brianne Downey to update the URA plan and outreach plans. "This URA district sunsets in 2034, so we have 8 years left on it," the staff member said, framing the timetable for planning and community listening sessions. Staff proposed a kickoff or listening meeting to collect priorities and circulate background materials via a shared file dropbox.
The board did not take a formal policy vote on bid requirements at the meeting; staff said they would refine application forms and the staff report to clarify when multiple bids are required and when sole-source justification is appropriate.
