A draft set of Board of Selectmen comments included in the packet urges the Planning & Zoning Commission to treat the 2026 Plan of Conservation & Development (POCD) as advisory and to avoid language that would be read as a de facto mandate.
The BOS draft says, "The POCD is advisory. Its recommendations do not themselves constitute appropriations, mandates, capital commitments, zoning changes, or directions to future boards or commissions." It also recommends that the POCD consistently recognize financial constraints and staff capacity, and it asks that advisory bodies not be placed in a position where they effectively direct major Town departments.
The draft contains specific reservations on several recommendations: removing or softening a proposed tree protection ordinance that would affect private property; avoiding absolute prohibitions for flood‑zone facilities while encouraging siting of critical uses outside high‑risk areas; and changing a proposed mandatory approach to green‑building certifications to an encouragement tied to economic feasibility.
Consultant Neil Desai also presented a POCD overview in the Aug. 10 meeting included in the packet; Board liaisons and staff will use the Aug. 31 discussion to consolidate comments for a planned vote at the Sept. 14 meeting.
