Department of Finance described a multi-part health trailer bill that both establishes a state-only dialysis program and strengthens the 988 crisis lifeline. The Finance representative said the dialysis program would be effective Oct. 1 and provide outpatient maintenance dialysis and medical transportation for roughly 1,200 individuals in restricted‑scope Medi‑Cal.
"It also allocates dollars ... to establish a state only dialysis program, effective October 1 to provide outpatient maintenance dialysis for the treatment of end stage renal disease, inclusive of medical transportation for 1,200 individuals in restricted scope Medi Cal," the Finance representative said. Health advocates and providers in public comment — including Health Access California and other groups — expressed appreciation for funding to ensure undocumented and restricted‑scope Medi‑Cal patients continue to receive dialysis and related supports.
On 988, the presentation and handout explain the package creates a 988 system governance board, a designation process and annual funding estimate processes for 988 centers, and requires interoperability between 911 and 988. Committee members and county representatives welcomed the 988 investments and urged rapid implementation to improve crisis response.
