Planning staff described two core PUD requests: permission for private internal streets and reduced internal setbacks for flexible housing types. Staff recommended a condition requiring either a center left-turn lane at 5th West/33rd North or a traffic-impact study demonstrating whether that improvement is needed. Following public comment and council discussion about trail access and road improvements, council amended the relevant statement of criteria to require that the portion of the trail along Willow Creek be open to the public, with exact location subject to Public Works approval, and approved the PUD and its written statement by vote.
