Staff told the commission that two RFQ submissions had been received for the public-art "cow" project and that a third team indicated plans to submit, creating an expected pool of at least three artists or teams.
Tanisha said the city will take delivery of the cow and store it until an artist is assigned, and that installation must be completed by Nov. 6 to participate in coordinated ribbon-cuttings the following week. "Installation has to be done by 11 6, and then they have that next week is every city is expected to do a ribbon cutting," Tanisha said. Members discussed outreach to artist networks to overcome the short timeline; staff emphasized the process is tight because the DeKalb sponsor has set a fixed ribbon-cut schedule.
Commissioners agreed to push the RFQ through known lists and social channels and to encourage artists to check the RFQ deadlines; staff will provide the application link and follow up on any outstanding questions from applicants.
