Allen, speaking for the planning commission, told the council the group concluded shipping-container regulation belongs in the building and zoning ordinance rather than as a separate rule: "We're not going to do it as a separate ordinance. That it really fits in the building and zoning ordinance as a section," he said. The draft would require a no-fee building permit for placement and require planning-commission review of locations that could infringe clear-view areas or setbacks.
Commissioners emphasized they do not want to become an intrusive regulator but want a simple mechanism to protect neighbors and right-of-way sightlines. The commission recommended clarifying signage rules (containers should not be used as business signs) and proposed a no-fee permit so the town can require relocations without imposing extra costs. A public hearing is scheduled for Sept. 15; the commission will forward the draft for council consideration in October.
