Henry County commissioners spent the budget work session debating how best to fund the county's group insurance as staff warned that a few high-cost claims could quickly deplete reserves. Chair (S7) said the two biggest variables that could sway the budget are health insurance claims and across-the-board raises and urged caution while reviewing reinsurance thresholds and past reclassifications. "We have to be cautious to continue to keep that cushion because we insure, like, close to 400 plus people," S7 said.
After lengthy discussion, commissioners coalesced around two options: (1) centralize insurance into the general fund so the county pays premiums centrally, or (2) leave insurance costs in the department funds that have levy protections. Several commissioners argued that the park, health department and PSAP had levy-funded cushions and could absorb the costs, while the highway fund was the outlier. S7 summarized the working direction: "We have a 4 to 3 consensus to treat everyone the same in the general fund and not affect the individualized departments," which the panel said would still require staff to identify roughly $400,000 to $600,000 in the general fund to preserve reserves.
