"I've lived on this ditch for 60 years," a resident told the board while urging reconstruction, describing recurring flooding that affects his home and nearby County Road 41. Supporters who own or farm large tracts said repeated maintenance has failed and reconstruction would restore productive acres.
Board members read proposed findings that reference the benefit factors in section 112 of the Indiana County drainage code, the surveyor's maps and schedules, and concluded the proposed improvements would produce benefits in excess of reconstruction costs. After discussion and a roll call, the board announced it had approved the findings and ordered the reconstruction project; the hearing was then adjourned.
