Justin Martin outlined usage statistics, revenues, operating expenses and legal constraints. He said Caxambas Park's title includes a reverter clause tied to its original settlement and that the property "can only be used for beach and boat access," meaning substantive changes or transfers would require coordination with the Department of Interior and other agencies. Martin also provided revenue numbers (parking and fuel revenues for parks and ramps) and recent capital work paid for by regional parks impact fees.
Councilors asked whether the city could assume day-to-day management or ownership; commissioners said the idea could be explored but cautioned about legal and funding limits. Several commissioners volunteered to provide back‑of‑envelope figures and a white paper outlining "long poles in the tent" and whether a transfer would be legally possible before staff time is spent on detailed proposals.
