The application lists a total project cost of approximately $21,615 and requests $18,711.11 with a neighborhood match of $2,904. Laura said the wall was installed about 20 years ago and the group seeks to replace lost mortar and address exposed, rusting steel reinforcing rods to ensure structural soundness and an improved neighborhood entrance.
Committee members pressed staff on eligibility because the matching-grant program historically excludes routine maintenance. "Typically, maintenance-type projects are not eligible through the matching grant, and this could be seen as maintenance," Laura said. Staff and one committee member noted the wall's age and materials could place it in a different category; an agency official advised the committee to verify with finance whether bond funds can legally be used for mortar or masonry repairs before moving the application forward. The committee asked staff to confirm funding eligibility and, if allowed, to forward the application to the full council for final action.
