Staff introduced an application for Firestorm of Lisbon to operate a marijuana storefront in an existing retail unit and explained that under the ordinance the use requires a conditional-use public hearing. The presenter summarized that "it is for, the location of a marijuana business, marijuana storefront, and an existing retail building," and noted there are no proposed building changes.
Board members raised questions about whether the location is grandfathered if it replaces a preexisting cannabis retailer, and whether state proximity rules (distance from school property lines) apply. One member recalled the prior review for East Coast Cure and said that, to their recollection, the prior tenant was "a 100 feet past" the limit; another warned that grandfathering can lapse if a business is vacated for an extended period.
Because the board had not received the full application documents, a committee member moved to table the item until the applicant submits complete materials and has a representative attend. The board voted to table the conditional-use application and asked staff to notify the applicant of outstanding documentation requirements.
