Committee member (S2) replied that, under the current ordinance, citizens have a right to file complaints and the board must consider them; the member cautioned that imposing limits would require altering the ordinance. "They people have a right to file the complaint under the ordinance and have the panel consider and have the taxpayer pay for it," Committee member (S2) said.
Panelists explicitly declined to label the current submission frivolous, saying the complainant appeared sincere even though the panel found the complaint baseless. The Chair suggested that a formal change to the ordinance would be the route to address repeated filings but made no motion or directive to staff during the meeting.
