Project planner Imani Harrigan said the applicant proposes removal of three protected oak trees (diameter ≥6 inches) that conflict with the new footprint; the arborist recommended a minimum 1:1 replacement planting of oak trees at five gallons or larger and tree‑protection zones for retained trees. Staff evaluated reconfiguration options and said the narrow lot and geotechnical recommendations made tree avoidance infeasible. Staff recommended CEQA categorical exemptions and approval of combined permits, including limited water allocations (total not to exceed 0.227 AFY for the dwelling per staff errata) consistent with Board Policy G269.
Architect Eric Miller confirmed fixture counts that produce the stated allocation request and said LUAC unanimously supported the project. The ZA approved the combined development permit, the oak‑tree removals with replacement requirements and the water allocations with minor edits to the resolution and timing of planting tied to construction rather than permit issuance.
