The Keller ISD Board on Aug. 27 authorized delegation of contractual authority to obligate the district under specific sections of the Texas Education Code so the superintendent may enter agreements to purchase attendance credits for the 2026–27 school year.
“For the 2026-2027 school year, we delegated contractual authority to obligate the school district under Texas Education Code (TEC) §11.1511(c)(4) to the superintendent, solely for the purpose of obligating the district under TEC, §48.257 and TEC, Chapter 49, Subchapters A and D, and the rules adopted by the commissioner of education as authorized under TEC, 49.006,” the motion recorded in the minutes states. The board approved the motion by a 5-0 vote.
Board approval explicitly permitted execution of the Agreement for the Purchase of Attendance Credit (and related netting/Chapter 48 funding arrangements) consistent with state law and commissioner rules. The minutes do not list dollar values or specific vendors for any purchase-credit contracts. The delegation is limited to the stated statutory provisions and applies for the 2026–27 school year.
The measure enables district administrators to finalize attendance-credit arrangements that can affect state funding calculations for the coming year.
