Management staff described that water and wastewater projects have access to low-interest project financing (cited as roughly 0.05% on some projects) that can mitigate the need for higher near-term rate increases, but they acknowledged the gas fund has a depleted reserve and will need policy attention. “The gas fund in particular… negative cash flow, and a low reserve balance,” Gibson said, arguing the item warrants more attention in planning and measurements.
