City staff told the joint meeting that the first segment of a master trail plan will run about 3.7 miles and connect Seagullville Road through Irvin Park and Oak Ridge to a future City of Mesquite connection. The project is at about 90% design and right‑of‑way work is funded.
“This is the 1st segment of our master trail plan,” staff said, noting the stated purpose is to connect parks, schools and neighborhoods by sidewalks and trails. Staff said the city had allocated about $439,000 for right‑of‑way and had secured roughly $6,400,000 in construction funding through a TxDOT grant; design work is being done in partnership with Dallas County.
Staff said right‑of‑way activities will begin next month, with the city responsible for construction after design. The trail project will be documented in the city's CIP tracking pages and monthly updates will appear on the city's website as the project moves from design into right‑of‑way and construction phases.
Council asked clarifying questions about timing and coordination with other roadwork; staff responded that coordination with grant partners and the county is underway.
