Terrell planning and zoning commissioners on Aug. 27 approved a zone change request for a 0.22‑acre property at 107 East Bren Street (Kaufman County property ID 40126), moving it from Single‑Family 7.5 to the newly created Neighborhood Edge district.
City staff said the parcel was formerly occupied by a business called Blessings On Brynn and that the applicant is asking only for a zoning classification change, not approval of a specific development. "Neighborhood Edge is intended to be kind of a transitional zoning, and it gives some opportunities and some options for property owners," staff member Katie told the commission during the presentation. Staff also said the public hearing was published in the Terrell Tribune for three consecutive editions and that 13 mailed notices were sent; the record showed no written or oral responses from the public.
A commissioner raised technical questions about dimensional standards under the local code (Section 25 B 0.4), noting minimum lot width and depth requirements and that the lot appeared narrower than current thresholds. Katie responded that the lot is a legal nonconforming parcel and that the applicant's request is limited to a zone change; "they're not asking to develop the property or do anything," she said, and that dimensional constraints would affect future development but do not bar the zoning change.
With no one speaking for or against the application, the commission approved the motion to change the zoning (motion by Zane; second by Miss Kelly). Staff said, if approved by council, the change will appear on the city council agenda on Sept. 15 for first reading and later for a second reading before final approval.
The action moves Case ZC26319O to the next stage of the city's approval process; the commission record did not show any conditions attached to the approval.
