Town staff opened discussion of the draft 2026 general plan by describing the document as the town's long-range vision and a framework for future code changes. "So so what we have is general plan. We look at it every 5 years," a staff member said, explaining the review cycle.
The staff member said the general plan is the document planners and decision-makers use to evaluate land-use applications and code amendments. They emphasized that the plan itself does not immediately change zoning but guides later regulatory updates that will be written into the town code. "Any application comes before us, we put this in general plan, that guide to these 2 bodies as they move forward because that's your that's your vision," the staff member said.
Officials also cautioned that municipal authority is constrained by state law. A staff speaker noted the town "gets its authority from the state of Utah" and said some traffic controls and related rules are regulated by the Utah Department of Transportation, underscoring that local implementation must conform with state requirements.
