The Wylie Historic Review Commission voted to recommend that the City Council approve a proposal to renovate a downtown residential property on North Ballard and convert it to office suites.
Jason (identified in the meeting as the presenter) described the structure as a ranch‑style house built in 1970 and said the property owner purchased the house in March and began renovations before learning the parcel was inside city limits. "The applicant is requesting to renovate an existing residential structure," Jason said. He told the commission the owner stopped work when notified, applied for the necessary historic‑district review and permits, and is proposing no additions, no changes to window placements and a white‑brick exterior with an ADA entrance ramp.
Commissioners raised questions about whether historic‑district status is disclosed at sale and about parking and neighboring property impacts; Jason replied the historic‑district designation is not necessarily on seller paperwork and that the proposed parking arrangement meets city ordinance requirements. A commissioner asked about adjacency to Saint Anthony's Catholic Church; staff said the church is not formally notified by HRC for this type of review and the commission had received no comments from the church.
A motion to recommend approval to City Council passed by hand/voice vote (recorded in the meeting as "Passes 5 0"). The meeting record contains two different street numbers for the property (staff referred to "514 North Ballard" while one commissioner said "5414 North Ballard" during the motion). The record includes both forms of the address; the meeting discussion did not resolve which street number is correct.
The commission's recommendation will go to City Council for final action.
