Treasurer Peake told the Rockwall County Commissioners Court on Aug. 27 that a motion passed the previous afternoon combining three distinct budget items created confusion about the intent and effect of the court's action.
"That motion passed 3 to 2 with commissioners Stacy, Gallana, and Maklick in favor with judge Neu and commissioner Lichtty against," Peake said, reciting the tally and breaking the motion into its three parts: adopting UKG timekeeping and payroll services, retaining timekeeping hardware in the budget, and moving a treasurer's office assistant position into Human Resources.
Peake said conversations with all five members after the vote suggested commissioners may not have agreed on the same understanding of what the motion would do. He recommended the court, when it reconvenes for the budget meetings next week, vote separately on each piece: the UKG software/hardware procurement, any transfer of payroll functions to HR, and the assistant treasurer position listed in the first draft budget.
The recommendation would resurface the contested personnel and technology questions in the FY27 budgeting process and give commissioners a chance to record separate outcomes for each item. The court acknowledged Peake's request and said it would proceed with the schedule for preparing a second draft of the FY27 budget.
The earlier motion was moved by Commissioner Stacy, according to Peake, and the record cited by Peake shows a 3'to'2 vote. No further formal action or revote occurred during the Aug. 27 special meeting; the treasurer asked to have separate, individual votes when the budget returns to the court's agenda.
