The PED Committee voted to forward Resolution R-2026-43 recommending approval of proposed amendments to Winchester’s Enterprise Zone, including a new local incentive intended to prevent short-term business closures from turning permanent.
Vanessa, the city presenter, summarized recent program activity and local support available to businesses in the zone. "In 2025, we had 3 businesses apply for the RPIG, and they received altogether $326,000 And with the Job Creation Grant, we've had 1 business apply, and they got $31,000," she said, and added that the city provided about $140,000 in local loans and $97,000 in exterior improvement grants to businesses within the zone. Vanessa described proposed boundary deletions (primarily residential or inactive properties) and additions where owners or developers signaled likely near-term activity, and noted the state cap of 640 acres — Winchester currently lists roughly 623.5 acres; the proposed map would lower that to about 619.8 acres.
Committee members asked how the new incentive would interact with insurance proceeds; Vanessa said the purpose is bridge financing to avoid prolonged closures and staff refers affected businesses to the Small Business Development Center for counseling. The committee’s motion to forward the resolution passed by voice vote; staff said the measure will go to a public hearing on Sept. 22 and is scheduled for City Council consideration on Nov. 1.
