The PED Committee voted to forward a rezoning amendment (RZ-26-4 / O-2026-29) that would split the previously approved 10.9-acre Fairmont Greens planned unit development into two separately developable parcels, allowing one side to proceed without being contingent on the other.
David Stewart described the application as a bifurcation of the original PUD approval so the east and west portions could operate independently. Applicants and planning consultants emphasized that most of the GDP (zoning overlay) remains unchanged; the request changes ownership/phase boundaries but keeps the approved uses, renderings and overall development expectations. Committee members pressed staff and applicants on how streetscape and right-of-way improvements would be handled if one side developed years before the other. David Frank (Pitoni Associates) said planning and public works will ensure all improvements within the public right-of-way meet city standards and that the site plan review will require buildable elements within existing easements; he also offered to revise graphics so ownership lines overlap the full Fairmont right-of-way for clarity.
The committee also discussed a previously negotiated $200,000 proffer tied to land conveyance and stormwater work. Applicants signaled they would address when that payment is triggered; staff and the city attorney said the proffer language should be clarified before the matter goes to council. The motion to forward the amendment with a recommendation of approval passed by voice vote.
