Jackie Manser, finance division director, presented the county's preliminary, unaudited operating results for the fiscal year ended June 30, 2026. Manser reported year-to-date general fund revenues of $412,600,000 against a revenue budget of $398,600,000, noting a projected year-end revenue surplus of about $14,000,000.
"The general fund operating balance is approximately $35,100,000," Manser said, describing personnel savings and operating savings that contributed to the result. She listed general fund personnel savings at an estimated $5,000,000 and operating savings at roughly $12,500,000, and said the school division is expected to return about $3,600,000 to the general fund for use in FY2027 budgets and the five-year capital plan. Manser emphasized the results are unaudited and subject to change; the county will present audited statements in November.
Board members praised finance and school staff for holding the county near policy targets: Manser said the projected unassigned general fund balance is about 13.5% of operating revenues, exceeding the board policy minimum of 10%. The presentation also included a public-utilities update showing modest favorable variances and a school operating-fund snapshot noting projected state and federal revenue shortfalls but personnel and operating savings that mitigate effects.
Manser and board members said staff will return in November with audited, final statements.
