Public works staff and consultants presented the Sedona In Motion (SIM) program status and an updated VISIM model calibrated to 2026 counts and travel times. John Evers, assistant public-works director, reported "we have 17 completed SIM projects, to date, with 22 projects in FY '27 in progress." Andrew Baird of Kimley Horn said the Forest Road connection provided measurable travel-time reductions and that calibrated model runs show the northbound 179 movement still needs additional interventions.
The team presented no-build and build scenarios for 2030 that incorporate SIM projects 5D/5E and the Ranger extension; they showed adaptive signals and metering as measures to prioritize heavy movement directions and minimize unserved vehicle demand. Staff recommended continued work on a coordinated, adaptive-signal and corridor-connection strategy and scheduled further analysis of alternative designs requested by council.
