Crystal Jones, director of San Antonio's Department of Arts and Culture, presented the department's FY27 budget and highlighted grants, public art projects and a three-year funding cycle for nonprofit arts organizations.
Jones told the council the department's proposed $14.2 million budget directs roughly 62% of its HOT-funded allocation to core operational grants and includes $262,000 for 30 artist grants. She said the department manages more than 60 public-art projects and has a three-year maintenance plan; to address upkeep the budget includes $500,000 from the general fund for maintenance and $25,000 reserved for responsive repairs such as graffiti.
Councilmembers pressed whether maintenance could instead be covered by hotel occupancy tax revenues. Jones said the HOT program has eligibility rules and grant guidelines tied to organizational operating expenses and that some maintenance-related costs are ineligible under state HOT restrictions; she stressed the department follows a maintenance plan and requires anti-graffiti protections and artist-supplied maintenance guidance in contracts.
The exchange prompted requests for more analysis of grant distribution and accessibility: councilmembers asked staff to show how institutional grants and small-artist grants are balanced, and to provide details on public access (discounts, free hours and comp tickets) for major funded institutions.
The council asked for follow-up memos on which organizations qualify under HOT rules and whether reallocation could free general-fund dollars for other priorities.
