CRA staff told the board the agency is preparing to begin spending in CRA 3 and West Fairbanks in 2027 following the district extension granted in 2024. Staff said design work is underway in three CRA 3 areas and emphasized that much of the CRA work is capital-focused; "with all 3 areas predominantly commercial," staff noted, the agency remains exposed to commercial cycle fluctuations.
Staff listed ongoing and planned capital projects across the CRA footprint: New York Avenue improvements, a Park Avenue refresh, stormwater mitigation on Canton Avenue and the MLK playground project. On Canton Avenue staff described the planned use of a hydrodynamic separator to reduce sediment and improve percolation in 24-hour storm events. The presentation emphasized staging multi-year capital efforts and the agency practice of allocating dollars across multiple fiscal years to move projects from design to construction.
