David Quinn, program manager for a Public Power Pool (P3) group, told the Calhoun County Commissioners Court that the P3 negotiates bulk electricity contracts on behalf of counties and similar members and offers contract protections and reporting for participating accounts. Quinn said the group manages roughly 3,500 accounts and provides regular savings comparisons to Public Utility Commission benchmarks.
Quinn cited a county‑level comparison showing savings in 2025: "we save $234,000 just to 1 year and 1 year against PUCs," and said the group's three‑year average price stood at 6.04¢ while Calhoun County's contracted average under the P3 came in at about 5.89¢ per kilowatt‑hour. He described provider vetting, short‑listing and fixed‑price offers and noted the board had previously allowed flexibility to consider terms up to 10 years but that the most recent transaction was a three‑year agreement.
Commissioners and staff asked follow‑up questions about account enrollment, hospital accounts and how the program handles late bills or provider issues; Quinn said the P3 provides consolidated reporting and a single point of contact for account additions or deletions. The court thanked Quinn and indicated staff would follow up on details before any procurement action.
